Norr swings his back pack around and turns his back to them so that they cannot see what he does. With a turn of his ring and a muttered wish, like he is looking for something he has lost, Norr casts Prestidigitation to created a small identity paper illusion, with what he imagines a Kejsare ID would contain.
“Ah, ‘ere iz my master’s papers, monsieur,” he says.
He peers at it, and asks, "may I take a closer look?"
He appears rather suspicious, probably because of all the fuss you guys have made.
Also, the paper is intangible so...
Norr folds the paper twice and reaches out without a second thought. As he leans over the cart edge he appears to fumble the ID and drops it just before it brushes the guard’s fingers. He aims it so that its fall would launch it under the cart.
”What ‘ave you done? You ‘ave lost my master’s ‘ouseold papers for he and his attandants. You refuse to answer ‘im. A clever ploy for one such as tu, to get grubby feengers over potent letters patent of one ‘igh above your station. Where is your watch commander, leetle guardsman? Theez cannot be borne. Fetch ‘im. Fetch ‘im at once.”
Casrian puts a calming hand on Norr. "It is alright. No need for harsh words. Go and fetch the paper from beneath the cart. I will handle this."
So saying, Casrian dismounts from the cart and addresses the guard, palms open and unthreatening.
"Good day, guardsman. I am Lord Casrian of Glenbairn. We have urgent business in New Basin. I understand you are simply doing your duty and I commend you for it. Unfortunately, our business cannot wait. Would you - as my enthusiastic attendant suggested - summon your captain here so that we may resolve this? I'm sure you don't mean to offend us."
Leo is still pretty new to society, and even though he figured that the whole "papers" thing seemed wrong, he is still new to what is happening in front of him.
Brix answers Dolmeks call. When he arrives at the mans side he leans in and interjects, "Sir I'll fetch the papers but first might I see one? I was only told to pack items so I'll need to see one so I can remember where it's at. " He leans in, hand aside his mouth and whispers in a faux condescending tone, " You know how these nobles are. Can't wash their own arse with out assistance. Here, while I search through our baggage try some of my families brand of distilled spirits." Brix hands over the remains of the his last bottle which is the one the group has been sharing.

Norr steps from behind the cart to walk in front of Casrian, to this man who dares approach and inconvenience his lord, expecting Casrian’s hand to tap him on the shoulder or by some other means call him back to further sell the Lord’s congeniality: the perfect image of a snobby, bristling under-butler. He points to the cart.

However, our business cannot tolerate delay. Will you escort us to New Basin? You or some other guards? You may escort us to the very steps of the government office yourself, where we may attain our papers. Leave us in the keeping of the city guard, and thus fulfill your duty while also being of great personal service to two lords of the Empire."
