The mother of prosperity, as she is known. She looks about and seems to be giving orders to a group of guards who kiss her hand and depart on some mission.
you see evidence of some fighting around the hall of gold, with skeleton remains and vanquished zombie bodies here and there. You don’t see any dead natural people, so the guards must have been proficient.
Your quiet observations have paid dividends. As you watch for the guards patrol patterns, carefully analyzing possible covert entry possibilities, you notice another rat moving to a small drain pipe, barely noticeable as it is blended in with bas-relief ornamentations along the base of this glorious building. Just as it enters the tube, you briefly catch a flash of energy from some runes, also part of the ornament. With shriek, the rat catches fire and rapidly burns to ash.
Watching the guards go to and fro, Lir settles on a course of action.
He once again retreats into the gloom, gazes up at the morning sky and muttering some half-remembered bastardised prayer to Dagon, casts Call Lighting on the top of the golden structure.
[he intends to force an evacuation of anyone not earthed/subject to electrocution]

Over the golden dome, your cloud forms. You can almost see the face of Dagon as it appears. a single blast of lightning strikes into the domes curved surface, blasting off hunks of paint covered stone. 22 dmg to the structure.

One of the doors opens up and a priest joins the guards outside. After a moment of consideration he gives some orders before starting to scope the area around the temple. One of the soldiers blows into a horn and the priest, pulls something from a pouch at his waste and raises one hand in the air while chanting and sprinkling some substance.
a vaguely Human shaped form of pure light appears, mostly indistinct except for a shield and sword of light. It begins to search around the temple grounds as more soldier/ guards begin to come from surrounding buildings to protect the temple
Lir now targets the cluster of soldiers and priest and casts Insect Plague, using five charges of the Staff of Swarming Insects.
He remains in the alleyway for now, crouching down, almost on all fours. He's got something - literally - up his sleeve, but it'll have to wait for his turn.
Spell save DC 16. 15 or half damage on a save. Difficult terrain, lasts 10 minutes.
All 10 soldiers covered in biting insects seem to freak out more than anticipated, they fall to the ground screaming in agony. The temple guards now begin to ring bells of general alarm, you can hear them being rung across the city as the port guard begins to respond as well. Unknown to you, for the 2nd time in 24 hours. The6 were already on edge due to the undead intrusion. The glowing guardian remains in its place, but turns in your general direction, having sensed the magic being utilized. The Priest notices as well and begins looking.

The Priest points out the devil arising from the bushes as it runs towards the the soldiers looking for souls to eat…the priest will cast prayer of healing on the fallen soldiers for 11 healing.
The six soldiers and priest need to repeat the Con save, or once again suffer the insect plague bite attack. Immediate area is difficult terrain for any entering or leaving.
Dretch-Lir will use the fiend's Feted Cloud:
A 10-foot radius of disgusting green gas extends out from the dretch. The gas spreads around corners, and its area is lightly obscured. It lasts for 1 minute or until a strong wind disperses it. Any creature that starts its turn in that area must succeed on a DC 11 Constitution saving throw or be poisoned until the start of its next turn. While poisoned in this way, the target can take either an action or a bonus action on its turn, not both, and can't take reactions.
Priest and six soldiers make the DC 11 Con save.
Dretch-Lir will begin 'broadcasting' telepathically Abyssal ululations to the assembled soldiery and priest, shrieking chants in the name of Dagon.
