No one asks why he asked questions. You will be able to talk to all three of them, and everyone else didn't see anything at all, or only saw something related to the blast which gives no information you don't already know (big ball of fire, gnome had a dagger out etc)
Twenty minutes after the explosion (Sehaethas is still talking to people, but has talked to pretty much everyone now), a City Watch sergeant escorts a member of the Watchful Order of Magists and Protectors to the crime scene. The mage quietly takes charge of the investigation at that point, while the sergeant directs a force of twenty constables to knock on doors and question locals. Based on where they have started, they are not questioning you straight away, but after a couple minutes of examining the crime scene, the mage (with the sergeant accompanying him) heads towards your manor and knocks on the door.
I believe Skye is inside, Sehaethas and Damros are outside, and I'm not sure where Xaul is. You can all see that they are at your tavern though.
After weighing up ignoring the knock, Skye opens the door a crack. She’s a respectable inn part-owner now, after all. Perhaps they might let some clue drop about the perpetrator.
“What do you lot want? Don’t you have an arsonist to catch?”
"No, I thought I would stop off for an ale and leave them wondering the city free... What do you think? I want information that will help us catch them. And based on my initial investigation of the crime scene, the" and he checks some notes "4 owners of here are likely to have some more answers for me"
“Well this one has none of note unless you’ve got some conjecture for me to add some local inn-keeper rumour to. I was in the cellar when the explosion happened, barely heard it. When I came up, the others were out there and the bodies had already hit the floor.”
Xaulhad been outside with Damros and Sehaethas for the period after the blast, though didn't find himself being much help. He discussed the situation with Fala, since the two of them were friends, but otherwise kept to himself, finding a quiet spot to sit in and soak up the bustle and noise. The tense atmosphere certainly wasn't desirable; having such sorrow and suspicion so close to his place of comfort definitely grated against him. When he sees the mage and sergeant discussing what has happened with Skye, he looks to lighten the mood seeing as the conversation seemed fairly on edge at the moment; Skye was far better at keeping her guard up then he was.
Approaching the group, he brushes Barnacle aside, a glance across his shoulder being enough to indicate to the gazer that he should wait from a distance; greeting lawmen with a beholder-spawn in faithful tow would probably make a poor first impression, what with the Xanathar and his gang of cultists having such a chokehold on the city. He waits for a break in conversation before addressing the pair. 'Greetings, I am also one of the owners of this inn. I appreciate your timely arrival and thorough investigation here, though I wish I had intel to provide you. I was upstairs when the blast happened, and so didn't see anything that could help.'
"I see. Well truth be told, I'm not looking for information about the blast itself from you. Instead there is two key pieces of information I'm hoping you can provide. Who is that gnome and when he could have been fleeing to anywhere, why did he choose your tavern?"
"No. That is something I hoped you could help with. May I come in and wait to talk to the other owners. See if they have anything different from you they can add." he has a quick glance around the street while waiting for your response, including up towards the rooftops.
Skye looks to see if any of the others have caught her eye, and give her a clue as to a yes or a no. If not, she’s very likely to shut the door on them. Though she can’t think of any laws she’s broken today, laws are multitudinous, and a determined enough lawman can find a guilty party if they’re stood in a dark room, facing the wall, if given enough time (Loitering with intent, probably).
You can check the code legal above (which you have a copy of) for any crimes you may be committing (such as hampering justice. Which I'm not saying you are, but it's the main one likely to be relevant in this whole situation so is flagged in the module). Also, if you don't trust him, you could always do an insight check (or don't if it wouldn't change your characters opinion)
Damros is still leaning up against the street side tavern wall, making note of how the local guard and other 'officials' are handling the 'crime scene'. "The blind leading the blind," he mutters as he notes Sehaethas is about done speaking to all the survivors of the blast.
"Bloody strange. And a good thing none of us were out and about running errands or we'd be bloody smears on the road as well." Standing up and dusting off his clothing, Damros saunters around to the tavern's main entrance - only to pull up short as he spies a small group of the local guard speaking and gesturing at the door.
Skye is looking at the lead guard’s face trying to see his response and feelings about her recalcitrance — whether they’re ready to move on to other witnesses, or to barge in. She is looking at the surrounding guards’ hands and weapons to see if they’re tightening their grip or remaining relaxed. As a smuggler, she is well practiced in assessing how guards are feeling about talking to her.
The mage giving the questions does look like he is wanting to move on as quickly as possible. He doesn't seem like he is suspicious of you at all, but at the same time wants to make sure he has everything you know (even though you know that you know nothing). You can also tell he has worked more out than he's letting on about what happened. His bodyguard/witness (the seargent) seems relaxed. Neither seem like they are jumping to conclusions, just gathering evidence
If Damros’ or the others don’t step in to offer more then Skye will apologise, deny any knowledge of the gnome or any of the others and send the investigators on the way and close the inn door, in her usual diplomatic manner.

(no. It's one of the corpses. The one that seemed to be by the epicentre. He would have pointed)

Do I recognise the gnome?
No. None of you do

Insight: 19+1.

Finally noticing the guard over by the door, Sehaethas wanders over and says, "May I help you?"
