No. You'd see the town working on buildings, working with hammers and saws and stuff. Then you'd be at the entrance. But you have the chance to encounter Hastos, and possibly tag along to check on Sera or Sharn.

The reason I was asking about the stray bolt, is that I was curious if killing the thugs ho killed an innocent human would put us in better standing with the refugees rather than a group who stopped a Kobold from getting beaten up.
Just curious what popularity mechanics might be in play.
I could also imagine a Monty Python moment with the stray bolt. “Message for you, sir!”
As for popularity mechanics, dragon blooded rank pretty low. Think segregation era USA. Killing a kobold like Kasi (who is a legal resident of Santekh), might at best get them a slap on the wrist... Mainly for getting caught. Tbh, most of the residents will still applaud the act. Dragons have a pretty terrible reputation in Krynn, and countries for their hides sell high on all sides of the war. The kobolds, dragon worshippers as they are, took the side of the only dragons who joined in the fight: the chromatic ones. They were promised a seat of glory in Takhisis's army, but instead were treated as beasts of burden and cannon fodder in the war effort.
Some remained neutral in the war. Some deserted. But all were blamed as fear and loss turned to resentment. The people needed someone to blame for their misery, and kobolds are a weak and easy target.

I realized that the character would be thought of as a smurf after I decided he would be blue. It felt like something that would be plausible enough but also comical enough to have happened while he was searching battlefields for treasures/magic items and such

Oh my god! I forgot that's how it's done! Ages ago, my table house ruled that new combatants join at the end of the round so we don't have to remember dice rolls. I've played it that way for so long, I simply forgot that players can just roll in and join the initiative in order. RAW beats unclaimed house rules, so I'm cool with this. You can roll for initiative.
