(A): It really just depends on how active we're all able to be. I would say if we get to the 2 week mark and it looks like the party is still running around Greenest, I'd start looking for a way to insert the new player sooner.
(B): 16 most likely. Essentially just a level ahead of the book chapters the entire time. The content of this campaign will also be...Quiet different from a standard ToD campaign. Like there's at least one chapter I'm straight up just deleting. We'll end up at the same destinations, but I always liked the idea of spending more time at the various cities along the Sword Coast instead of spending literal months on walking down a road. So there's room to do more things in Elturel, Baldur's Gate, Waterdeep, or Neverwinter depending on what the party seems up for.
I can see you’ve got a number of applications for one place already, but I’ll throw another into the ring. I’m not sure exactly would well compliment a Warlock, Sorcerer, Druid, and Fighter. Short rest capable for two of them, maybe. Maybe something more melee but mobile.

His travels took him far north, till he reached the sword coast, where he passed from ship to ship and city to city, til he caught a horrible case of scale rot.
His fortunes changed. Though for many scale rot was an unpleasant and inconvenient dragonborn illness, for Garvo it was a permanent one. No ship wished to take him, and without regular work, he found himself unwell, impoverished and alone. Until he was happened upon by a silver dragonborn who worshipped the Platinum Dragon. Garvo received succour of both the body and the mind, and attempted to swear himself to her service, but was refused. Instead, he was told to swear to himself, to follow his own path, and share his own lessons.
Garvo has attempted to do so, and in his winding travels by boat and land he has tried to give freely to others what was given to him. To heal when needed. To teach when wanted. To protect when desired. Not quite a cleric, not quite a paladin, Garvo is finding his own way, his own creed, and his own adventurers. Just like her promised.

He finds himself drawn to tales of brave adventurers to escape his monotonous life - and now, in his later years, wishes to experience that thrill he has read in his tomes and sang of in his performances for himself.

After that night, word got out of all the Brightmoon's had done, and who they had killed, and every other thieve's guild in the city turned on them, uniting to drive them out. Shame heavy upon her heart, she fled deep into the night, traveling for many miles until she came to somewhere new.
Now far away in an unfamiliar city, Tanya is unsure of where to go next. Her love had scorned her, her family scattered to the winds, driven out of the only home she's ever known. The only thing she is certain of, however, is that a man in dragon mask ruined her life. Having heard whispers of a dragon cult marching across the land, she has decided to get revenge. Though she says its for her family, the thought lurks in the back of her mind that it may just be another cold, selfish ambition.

A long, pink scar runs along her left cheek, down her jaw and along her neck, and each time she is asked, the story of how she got it changes and becomes more and more outlandish.
She stands with a mysterious posture, not quite hunched and hiding, not quite boasting and bragging, her demeanor and mood shifting like the breeze of a cool night, always changing, but never forcefully. Her eyes flit around, expert at assessing the scene, the color of moonlight reflecting off of still, clear waters at night. Her build lends itself well to her profession, being tall (for a halfling) and slender, with long limbs and fingers that allow her to manipulate tools and fight with ease.
When around strangers, Tanya often keeps her head down, letting her more flamboyant party members do the talking. She is content to watch and listen, though as soon as the talking is done and the situation is assessed, she is always ready to leap into action, putting to use her unique skills in the way most beneficial to her companions. Teamwork is important to her, and she tries to forge strong bonds with those she works with so as to know she can rely upon them in sticky situations.
Despite these strong convictions to be selfless and grow close to others, Tanya wonders deep down if she really is just a selfish person working toward her, only her, ends. Her one weakness is alcohol, consuming on the regular and with little restraint, though recent events have tempered this somewhat. Still, her shame makes her unsure of her abilities and quicker to hide and retreat, undoing the confidence that being with Julian had built up when they were together.

They discovered why their father was almost always gone: crimes; larceny, murder, blackmail, and much more. But they, the next year, at age five, had to join their father's criminal operations. They weren't for keeping the peace, or any of that, but for money hungry greed. And they where now unschooled, forced into this life, books of theirs burned. One day, at age eight, they held their revolver to their father, and their father shot... or... was it them?; They don't know. They escaped with only a bit of ammo and some books, and their trusty revolver. (One book is on crimes and how to get away with them, the other on the dragon cult) They now do trick shots and so forth, until they decided they need to make a change, make the world better, and help people.
Growing Up:
When they escaped, life was still hard. Hated, hopeless, and without a home, they wandered the streets, ageing and trying to survive this gods dammed world. They studied their books, starting when they escaped. They liked the images and thought of the books as a survival book (Crimes), and a fairy tale (Cult). They began to learn the horrible truth though, and feared the knowledge; but they had to use them. How else to survive these streets without taking from a vender now and then. Some merchants stayed silent, watching as the child from age ten to fourteen took food, clearly needing it. Others, not so much. But they grew and they learned, and as they grew more mature, the world seemed to as well. Things that an eight year old would be okay with, they understood, and feared; they feared, as that was what this era of life was about: fearing and failure, with a tint of wonder. But they soon found some merchants who would let them live, who gave them the cloths they now wear; A puffy, padded, protective, and rather flamboyant leather shirt and leggings, leather boots, gloves, and a robe.
Learning:
They wandering across town, from Phandalin and back, learning what the world has to offer, and learning what they can offer the world. They still age and worry, but they have a hope, a hope with a barrel, six bullets, and a trigger. A gleaming steel hope with some shining wood in it; and they have a red-scaled and vibrant hope as well. At this age they wander, and they know. At age seventeen Sephan knew more then they ever thought they would, but that knowledge could have been lost. They got in a fight, and when the six bullets ran out, they wept; not out of fear, but out of guilt. This goliath on the floor once had a life ahead of them.
Forgetting:
And so they forgot. They forgot all of this everything in this world, all that they needed to. Who shot first, them or father? What was they last name, and was it draconic? Who were those merchants? What parts of the world did they wander? Did they or the goliath start the fight? They didn't know, but what they did know was hope, and that they wanted to become it even with all they knew lost; everything is gone. So they wonder, so they think, so they worry, and they ponder. They wonder if they can make peace with their father. So age twenty-two Sephan wanders now, looking for companionship.

Background: Criminal
Motives: To overthrow any evil cult or crime organization, and make peace with their father.
Hooks: Their father is a Cult of The Dragon member and criminal.
Backstory:
Childhood:
Born to a nearly absent father and an overworked mother, life wasn't always easy on Sephan; but when they turned four, things became far, far worse for this young dragonborn. They discovered why their father was almost always gone: crimes; larceny, murder, blackmail, and much more. But they, the next year, at age five, had to join their father's criminal operations. They weren't for keeping the peace, or any of that, but for money hungry greed. And they where now unschooled, forced into this life, books of theirs burned. One day, at age eight, they held their revolver to their father, and their father shot... or... was it them?; They don't know. They escaped with only a bit of ammo and some books, and their trusty revolver. (One book is on crimes and how to get away with them, the other on the dragon cult) They now do trick shots and so forth, until they decided they need to make a change, make the world better, and help people.
Growing Up:
When they escaped, life was still hard. Hated, hopeless, and without a home, they wandered the streets, ageing and trying to survive this gods dammed world. They studied their books, starting when they escaped. They liked the images and thought of the books as a survival book (Crimes), and a fairy tale (Cult). They began to learn the horrible truth though, and feared the knowledge; but they had to use them. How else to survive these streets without taking from a vender now and then. Some merchants stayed silent, watching as the child from age ten to fourteen took food, clearly needing it. Others, not so much. But they grew and they learned, and as they grew more mature, the world seemed to as well. Things that an eight year old would be okay with, they understood, and feared; they feared, as that was what this era of life was about: fearing and failure, with a tint of wonder. But they soon found some merchants who would let them live, who gave them the cloths they now wear; A puffy, padded, protective, and rather flamboyant leather shirt and leggings, leather boots, gloves, and a robe.
Learning:
They wandering across town, from Phandalin and back, learning what the world has to offer, and learning what they can offer the world. They still age and worry, but they have a hope, a hope with a barrel, six bullets, and a trigger. A gleaming steel hope with some shining wood in it; and they have a red-scaled and vibrant hope as well. At this age they wander, and they know. At age seventeen Sephan knew more then they ever thought they would, but that knowledge could have been lost. They got in a fight, and when the six bullets ran out, they wept; not out of fear, but out of guilt. This goliath on the floor once had a life ahead of them.
Forgetting:
And so they forgot. They forgot all of this everything in this world, all that they needed to. Who shot first, them or father? What was they last name, and was it draconic? Who were those merchants? What parts of the world did they wander? Did they or the goliath start the fight? They didn't know, but what they did know was hope, and that they wanted to become it even with all they knew lost; everything is gone. So they wonder, so they think, so they worry, and they ponder. They wonder if they can make peace with their father. So age twenty-two Sephan wanders now, looking for companionship.
