"In any case, make sure you're in good shape to swim, if it comes down to it. It's hard to stay afloat in metal armor. If you need to get something lighter, the village is happy to provide leather armor. Just let me know."

With all that said, the four of you get in the boat with Pag. Dain is by far the strongest of you all, and so is an obvious choice for a rower's seat. You need a second rower, of course; Julienne is actually stronger, in terms of raw muscle, than Bao, but her size would make handling an oar awkward, so let's put Bao in the other rower's seat.
The boat leaves the docks, and is soon in the harbor.
All that is left is to lure out the monster. Who would like to dump the bait into the water?
Soon after Julienne dumps the bucket of piranhas into the water, a creature surfaces. Scaly with a prehistoric lizard-like head filled with pointed teeth, a long neck like a serpent, and a robust bulk of a body and four flippers coming off its sides. It swims full-speed at the boat, stopping just before it to begin feasting on the feast of fish in the water.

Fran is indeed wearing gloves. In addition, being a cat, she's also reasonably agile at avoiding attacks. {AC 14}

Fran is wearing Studded Leather armor. But she can leave her backpack and pouch ashore so as to not get in the way of swimming.
{The plan is for her to wear medium armor, but she doesn't get that proficiency till 3rd level with the 2024 rules}

For surprise round.. are we able to melee with it or ranged only bc it’s away in the water?

You can certainly try to melee it, but that would require jumping or swimming; ranged attacks are advisable unless you can draw the monster closer.

For the surprise round, it doesn't matter so much what order you go in, so go ahead and act!
Pag, in retribution for the harm done to his fellow villagers, will launch a spear at the feeding beast: (Attack: 12 Damage: 6, Piercing)
Pag's spear embeds softly in the creature's hide, drawing no blood. If the sea monster notices this while feasting, it doesn't act as such.
Dain opts for his longbow until the creature closes distance. He will also go into a rage at the sight of it
10 to hit for 5 dmg.
