Perhaps we can try to do that again. The armies face each other. The dragons war in the skies. A smaller group finds a way to get closer to the cult leadership and eliminates or distracts them. Does that sort of plan, that sort of alliance, meet your approval?"
She also wants to ask about what they know of the cult and the chromatic dragons' actual plans, beyond "get treasure, get masks, assemble at Well of Dragons, and then hopefully Tiamat comes back." OOC I don't know we know anything more than that? If I'm missing something, someone please fill me in. If Soar doesn't know much more, she'd want to ask Protanther about anything more they know.

There's an elf king on the Council of Waterdeep and representing the Misty Forest - his name is Melandrach, but you know little more than that.

This might be about the war in general, your foes, the other dragons on the Council, or any other topic. Let's say maximum two questions each, for those who wish to join in. You may also wish to think about which dragon you would like to approach next. :)
Tobin spends time learning as much as he can about dragon culture and the other members of the council. He writes everything pertinent down in his journal.
His salient question is about any hideouts or strongholds the cult has that may be difficult for the dragons to directly assault (and thus may be where he and the other non-draconic companions can be of the most tactical use).

Soar would politely listen and try to relax in such a unique conversation. When given a chance, she would ask what he knows of the Well of Dragons and what it would actually take to raise Tiamat. She shares anything they have heard from their travels on this topic, and anything they'd gathered from documents they'd found.
She'd also ask what the other members of the draconic council has been doing of late to prepare (really trying to get a sense of who else is on the Council, what they're like).
If she gauges he is interested she would tell him of her background with being taken in by the Church of Kelemvor and a brief, brief summary of their long struggle against the Cult. But if she sees he is not interested, she doesn't even try. This conversation seems too huge for that.
"The Well of Dragons. It was a graveyard once, a place where dragons went to spend their last days. A place of peace, of family, but that was a long time ago. There is power in the old bones, perhaps, and the servants of Tiamat built a fortress there once. It was long abandoned, but no more. No more indeed. It is now a place where Tiamat's ill influence can be felt, though I have not travelled there in many years. The fortress lies within a caldera of an extinct volcano. Difficult to reach, by land or air. By magic too, perhaps - I do not know what defences the Cult of the Dragon has erected."
On the matter of what it might take to raise Tiamat, Protanther is not forthcoming. He suggests he may have some knowledge to share with you after you have secured the votes of the Council of Dragons, but not before.
On the matter of the other dragons, he suggests you ask them directly. He appears unwilling to discuss their business.

You have an invitation," she waves a hand in the direction of the kobolds, "from Ileuthra, the representative of the brass dragons. I suspect he is keen to get the Council over and done with as soon as possible, so that he can return to his own business."
"Welcome," a kobold says. "Lord Ileuthra would like to invite you to lunch."
If you would like to ask Otaaryliakkarnos any questions about Ileuthra, you can - though the kobolds will hear. Otherwise you can simply go with them, or do otherwise?
“If I may inquire, what is Lord Ileuthera’s preferred form of address? Does he have a specific title or role within the council of which we should be aware?” he asks of their escort, well within Otaaryliakkarnos’ hearing if she wishes to contribute as well.
