Soar is right on Tangle’s tail, but flanking her to the side and back, looking through the trees for a glimpse of dragon and rider, to shoot an eldritch blast. She’s not sure if the dragon scooped up Galin or the rider but she is looking for both.
Tangle stands and runs forward 15 feet; she thinks the dragon is overhead now, but far up, perhaps fifty feet or so. She can't see it through the leaves of the trees. She still has her action and bonus action.
(Well, she's not good at climbing, that being a Str skill...)
She looks about for any break in the foliage, a clearing, a patch of light... then she just stops. She lowers the bow and catches her breath as Soar races up. "It's gone. Warden Galin came to meet the dragon and its rider, an elf. The dragon snatched him up and they have left. I tried... I managed to get the rider off, pulled him into the trees, but then I slipped..." she puts a hand unconsciously to her back. "In any case," she looks up. "They are gone now. We should return to the village and let them know about the Warden."

“They just grabbed him and left? Did they talk? An argument? What is really going on here?” Soar says. She moves herself and encourages others to move laterally, her eyes scanning the foliage and mindful of the poisonous breath they were worried about.
"Well, the dragon and the rider will soon know about us, and that we're here to kill it, but that was probably going to happen anyway,"Soar says, with her optimistic finish. "Surely the town will believe us when we tell them what happened, right? Which way is it flying off? Oh!"
She casts speak with animals and tries to find something nearby that flies. She tries to bribe it with many treats, after offering one, for it to fly up and watch for a few minutes the direction the big thing takes.
She's pretty sure that she's going to have to seek answers and aid from the forest itself to accomplish their task. She also asks Candelabra to try following the dragon if he hears it overhead, and track its direction.
Soar manages to find a young male crow, eager to impress others with his bravery, who flies up; he returns to confirm that the dragon flew north-by-northeast, and flew further than the crow could see without landing.
Candelabra also heads off to the north, but isn't able to find any kind of track to follow, and returns, a little glum.
This post has potentially manipulated dice roll results.
"Well, that could have gone worse. The crow said the dragon started to fly that direction, which I think is to the north, maybe a bit west. I don't think we're in shape to follow it. We should head back to town, I think. My vote is to tell them what we saw. Actually..."Soar walks back to the clearing and asks for help to look around for anything that might have been dropped in the scuffle. Or she'll be happy to help Tangle or Jalt look -- they're always finding things.
Two normal rolls, in case of advantage: 111 (plus 4 if Soar is leading for both perception and investigation, plus more if Tangle or Jalt lead, I think)
Whether she finds something or not, she's ready to head back to town and tell them what happened. It seems their leader was talking to the dragon, who had an elf rider, and they argued, and the dragon stole the warden and flew off.
Soar doesn't find anything; she's very confident that she didn't overlook anything.
You all head back to town; it's now late, and you see few people around, though the winch operators are still standing at their station. Where would you like to go?
Soar walks up to the winch operators and says, "Hi, we're back. I'm Soar, if you forgot. You saw Warden Galin leave a bit ago. We saw him meet with a green dragon, with someone riding it. It argued with the warden, and then grabbed him and left. It did not see me, though this one got a shot off. Did you hear it fly in and out? It was just over there," she points. "We can show you the clearing where it seems the dragon has been arriving recently. The fauna is all flattened. If you need proof."She takes a deep breath.
"You all have been through so much, and now this. The dragon flew off to the north-northwest. What's in that direction? Would that likely be a place where it could have found refuge? Is there anyone in town who knows that area well we could talk to? You deserve justice, and freedom from fear. And an explanation for what Galin was doing with the dragon. If he's in trouble, he deserves to be rescued. If he has be betrayed you, you deserve justice. I am here, we, are here, to help."
She realizes she's been talking in elvish, and will translate for the party after she finishes any exchange with the guards.
Soar, the guard just stares at you, completely thrown. "I... The Warden has been taken by the dragon, you say? That's... " He looks like he hasn't got a clue what to do.
"There... no-one. There's no-one if the Warden is gone. I... need to go to tell everyone." And he walks away from the winch towards a nearby cluster of tents.
“To be clear,” Tangle adds, intent on being accurate, “He was meeting with the dragon repeatedly, and this time our presence caused the dragon to take him away.”

Soar looks at Tangle and points at her as he walks away. "What she said."She follows at a respectful distance, and if given the chance, will add that they are here to help, and they can better help if they know everything the can about the dragon and whoever the rider might be.
If they have some down time, away from the others, Soar will ask Tangle to try to describe the person she saw riding the dragon. She'll use her mask of many faces to disguise self her image into who she thinks that person looks like from Tangle's description. She'll then ask for Tangle's feedback (hair longer, skin darker, nose shaped differently, mouth curved more, etc etc) and continue shifting into more and more like Tangle describes it. Like a sketch artist.
The guard looks shocked at Tangle's words, and then walks away, presumably to talk to others by the tents.
Over the next few minutes, you hear people talking, and looking at you. No-one approaches or asks you anything directly. They seem to be keeping their distance. There doesn't appear to be any kind of formal village gathering or attempts to ask you for more information.
For Soar's attempted use of Disguise Self, I think it would depend on Tangle's ability to recall the face accurately, and describe it clearly. Tangle, can you make a straight INT check please?
Whenever the villagers get over the strangers that came to town and made everything worse (us), Tangle will suggest Soar show the disguised self around. Also, “Can one of you (the party) connect with the Council to get a message to the elven king, about what has happened here… and their distinct lack of leadership.”

"Perhaps Jalt can get a message to someone before we go to sleep?" Soar says in response to Tangle. She asks Bazavur for some inspiration, and Jalt for some guidance, because she's going to try to rally the scared people in town.
She then approaches the villagers, and, speaking in elvish, does her best to pretend to be someone important, someone compelling, someone who scared villagers would believe.
"Hello! My name is Soar. That's Tangle, and these gents are Jalt and Bazavur, for those who don't know. We've been fighting the dragon cult for, well, a very long time. We've taken down some of their leaders, killed a dragon, driven another off. We're doing it because it has to be done. They're a menace to Faerun. I don't have to tell you that. You've suffered too much. It's time. We are going to go look for the dragon, and its allies, and either destroy it, or drive it away so it never wants to see this beautiful forest again. Just a couple hours ago, we followed some tracks out that way and found an area that's been cleared from dragon visits. The big green beast itself. We lay down in wait, and oddly enough, we saw Galin approach the clearing. Apparently he'd been meeting them. And yes, it was a them. The dragon landed, and riding on its back was a person. An elf. They talked briefly, and then either argued or heard us hiding, and the dragon grabbed Galin. Tangle did her best to take down the rider, but he got away but she saw him and this is my best impression of what he looked like."
She shifts her visage to look like the rider, and then switches back.
"Now, we don't know what Galin was doing, if he is captive or traitor. Either way we need to find where the dragon went, where it's holed up. It has to be close if it's regularly still coming here. It flew off to the north-northeast, that way. Is there anything anyone can tell us about what's in that direction? Is there anyone who knows the area, or anyone we could talk to who might? Help us find out what happened to Galin, and help us do what we can to rid you of this scourge. We can do this."
