Making the crossbow magic should be sufficient to be classed as magical attacks.
For the sake of convenience, assume the 'ceiling' of the boundary is flat, so can be horizontal to the tarrasque at any distance and still be on the same height. Any flying character can still maintain a 120' distance outside the Frightful Presence range, even when the tarrasque hits the boundary. Just don't be directly above it when it starts to float upward.
You probably don't want the tarrasque to reverse-fall any less than the full 100' or there might be a chance it will still reach the balcony. The creature itself is 70' long. At the moment though it is curled up, so the 50' diameter of the reverse gravity field should still cover it.
Reverse Gravity can only be cast by Quin (as the only sorcerer, and with no druids or wizards). As a 7th level spell, Quin will have to make a DC 17 Charisma check to successfully cast the spell. So maybe an Eagle's Splendor for advantage and Guidance for an extra d4 to the roll? I can't think of any other Charisma buffs.
Fly can be cast by either a sorcerer or a warlock.
You can assume you have as many copies of the spell scrolls as required.

Perhaps you can have best of both plans. Casting Fly on the tarrasque requires it to be willing, and hence the idea of coaxing it into the air with illusions or attacks. Reverse Gravity puts it into the air, but is really just 'reverse falling' and not actually flying. If you Reverse Gravity then the tarrasque will already be in the air, and will presumably be a more willing recipient of Fly. It puts the airborne shooters in greater danger, but it might not matter once the objective is complete. Neither spell should require a saving throw from the tarrasque, so should be foolproof. Thoughts?

Onyx can cast Guidance on Quin to give a +1d4 bonus on the check to cast Reverse Gravity. If we go that route, he won't summon the pixie since that requires concentration.
That also means Hatch can't fly right off. So.... as bait, Lannel and Onyx will wait 100 feet up to deliver Fly. (*gulp*) As soon as Quin casts RG, the creature should fall up, then Onyx will cast Fly, and Lannel (who will be closer) will use his reaction to deliver it. It's important because magic weapon spell is a concentration spell. Cast at 6th level, it gives a +3 to the weapon, making it magic.
But if Quin casts magic weapon on all the weapons, her concentration will not allow her to make the Reverse Gravity spell.
If Onxy casts it, he will be unable to cast Fly.
But it's possible that Buck, my Imp can cast magic weapon on all the fighters' weapons. He would have to cast it at a high level on all of the weapons at once and hold concentration if Galerius can't help.
While I wait for Galerius to answer, I am trying to figure out whether or not Buck, my imp, can cast Magic Weapon on the weapons. I'm almost positive he can but the DM probably needs to weigh in on that. I know that in battle, when you're in iniative, I could order Buck to cast some spell on some creature though that is problematic in that by the time his turn comes up, they could have moved or he could have been attacked. I would never have him cast a spell on an enemy in battle. But I'm thinking he could cast magic weapon on all the weapons and maintain concentration since he wouldn't have to do anything else.
With a spell scroll, I can cast Eagles' Splendor on myself I believe. But Guidance is a concentration spell so we will have to do things in exactly the right order.
First, Hatch, Lia, Lok, and Throm will attack with their magic weapons. Not sure if the Barbarian has a weapon? Surely he does.
Then Onyx casts guidance on me and I cast Eagles Splendor on myself.

The Tarrasque would have to roll a d20 to save against my roll with a +0 modifier because it's a Dexterity save. Even then, it only allows him to try to hold on to something to keep from falling and I don't think there's much for him to grab hold of that could hold his 130,000 pounds so I'm pretty sure Reverse gravity will get him flying up to the 100 foot cylinder's top where he will be stuck.
Then Onyx casts Fly on him. And if Galerius can also cast Fly, it would give some advantage if it turned out the Tarrasque was unwilling.
Honestly, I think that the Tarrasque would be willing to fly. Imagine, with all the attributes the Tarrasque has, if he could fly! The world would no longer exist. He would have eaten everything.
In the meantime, and all that will happen fast, the fighters keep hitting him. Whether Reverse Gravity can be considered flying is debatable though in my mind it qualifies but that's just my opinion. I'm of the mind that the Tarrasque will be willing to fly when Onyx casts the spell.
Either way, those of us who are within the 50 foot radius of the cylinder are going to be affected by the Reverse Gravity spell too and while you can look at your Dex saves and what not, the bottom line is that if we succeed in making him fly through Reverse Gravity and Fly spell, then it won't matter because the curse will be broken.

Once you cast guidance on me, I will immediately cast Reverse Gravity. You CANNOT become bait. After I cast Reverse Gravity, you no longer are concentrating on guidance, you will be watching the creature fly up to the top of the 100 foot cylinder and cast FLY.
The fighters will be waking him up first, and getting his attention. As soon as they start, I will cast Reverse Gravity, he will fly up trying to find something to latch on to that can hold 130,000 pounds and fail and you and Galerius if he is a spellcaster, will cast Fly. If your familiar is there when the Tarrasque flies past, you will have advantage on your casting of FLY so you can try twice and Galerius will cast it once. Even if he is unwilling that gives us a X3 better chance.

I’ll position myself 125’ away from where the Tarrasque will end up after the Reverse Gravity cast. I will be the airborne bait and nemesis. You guys do what you need to, but I think Reverse Gravity should be cast while the Tarrasque is sleeping (no saving throw at all). He should fly upward and oscillate 100’ up. That alone should be enough to wake him, but even if it doesn’t, I will begin pelting him with bolts to get his undivided attention, allowing the familiar to sneak in and deliver the Fly spell. I continue firing and retreating until the curse has ended or my own 10 minute Fly spell ends. The rest of you stay out of sight unless you want him to retarget.”

Perhaps one of the familiars could lift him to save occupying one of the spellcasters? That leaves Hatch, Lok, and I to either assist Throm or protect our casters."

Throm interjects, “I’d say position a familiar just outside of the expected top of the Reverse Gravity cylinder before anything else. Get me a magic light crossbow and get me in the air next. I’ll position myself 125’ away from where the Tarrasque will end up after the Reverse Gravity cast. I will be the airborne bait and nemesis. You guys do what you need to, but I think Reverse Gravity should be cast while the Tarrasque is sleeping (no saving throw at all). He should fly upward and oscillate 100’ up. That alone should be enough to wake him, but even if it doesn’t, I will begin pelting him with bolts to get his undivided attention, allowing the familiar to sneak in and deliver the Fly spell. I continue firing and retreating until the curse has ended or my own 10 minute Fly spell ends. The rest of you stay out of sight unless you want him to retarget.”

"This is sounding like a stronger and stronger plan. I have a longbow, but am far less adept at using it than Throm with his crossbows, and I can shoot from about 150 feet away, but I only have 20 arrows, unless we find some here."
"I think we'll only need one or two people to distract this beast, so the rest should focus on protecting the spellcasters, as they'll need to concentrate on their spells. As selfless as your offer is Onyx, I hate to say it, but you're far too important to the plan. Throm seems to be our best option for distracting it, due to his skill at ranged attacks. Perhaps one of the familiars could lift him to save occupying one of the spellcasters? That leaves Hatch, Lok, and I to either assist Throm or protect our casters."
(I'm not sure if I missed Galerius' response but I'm pretty sure he's a spellcaster, because I remember him attempting to magically light something on fire)
"I won't let you be bait alone, I'll be up there with you," Hatch said. "Seriously, I can be a booming noisy nuisance even without range attacks. He may want to shut me up more than stop your attacks."
Throm slaps Hatch on the back and says, “Ha, we’ll infuriate it so much, that it’ll never notice the tiny insignificant familiar swoop in and deliver the Fly spell by touch. Our focus will be to stay at least 120’ away, wherever it moves, and for me to hit it over and over with pesky gnat bites. You stay near me and keep its focus squarely on us. Nothing on this plane should exist for this Tarrasque but its hatred for us.”

Onyx was rather surprised at how relieved he felt; but he attempted to keep his demeanor to merely reflecting his gratitude.
"Well, I appreciate the willingness to share the risk. So then, that seems to leave just one detail to be absolutely certain of..."
He turned to Galerius expectantly.
"Good sir, are you able to cast Fly?" He waited quietly for a response; if he couldn't cast the spell, then all still wasn't lost. Quin had sparked a memory that the warlock had forgotten about, so even if Galerius couldn't cast the spell, there still might be a way--albeit one requiring more work--to get the willing distractions in the air.
