We don't have visibility on their design process, so that makes it very difficult to comment on why a stat block of a specific monster is the way it is.

The enchanter is a 9th level wizard but has two 5th level spell slots.
Is it supposed to be a 10th level wizard or have just one 5th level slot?
This is typo is also in the physical copy and no errata has been given out for this.

The Acolyte has a similar problem. Apparently these typos are intentional.
The monster stats are as designed - they don't have to adhere to the rules defined for player characters.

I understand that DDB will only accurately reflect official releases and errata, and that these creatures are reflections of that.
I still think this is a mistake on WotC's part, though negligible and unlikely to be errata'd.
Perhaps this is a question that can be raised on Twitter.
