I feel I'm being ridiculously blind here, this is frustrating.
I am trying to create a Custom Action - I go to "Actions" -> "Manage Custom" -> "Add New Actions".... The problem is there is no option to have a fixed override value for "to Hit" anywhere I look. This is especially strange because when I go to an "official action" from, let's say, a weapon, I can click Customize and place an override "to hit" value. I am sure I'm missing something here, there is no chance "Custom Actions" haven't got this feature (to place a fixed override value to "to hit") while any other "official" action has this feature.
What am I missing?
