When looking at your screenshot, it shows that your profile picture is missing from the top-right of the screen - it seems that there is an overall problem with the 403 pages for items which you don't have access to.

I'm not sure if it's already mentioned but searching for it didn't bring me any results.
So, when using the site on mobile (Chrome 58.0.3029.83, Android 6.0.1) I've stumbled upon a weird behaviour with 403 pages.
The mobile page for the 403 error should be formatted for mobile regardless.
