I've created party NPCs by creating custom monsters. But I can't share links to those NPCs with my players. All they see is 404. Also, if I try to print out the monster stats, the formatting is all messed up. Is there any way to get custom NPC stats to my players other than taking screen shots?
Or, if someone in the campaign has a Master Tier subscription, they can enable content sharing in that campaign, which, I believe, should have the effect of letting your players view your private homebrew content.

I'm guessing it's because homebrew monsters aren't added to the character sheets. It would need a way to attach a monster to a character sheet as an ally, a bit like adding a homebrew magic item as equipment.
One is the goblin NPC Splug from Keep on the Shadowfell. He's been with the party for a while and has taken on the role of the party thief. I doubt anyone else would have any use for him as he's very customised to this particular party and campaign. I don't mind making him public if that's the only way I can allow my players access to his stats (they need to make his rolls for example) but I don't know where I'd stand with copyright on that one.
But even when they are 5E NPCs I still have the same problem. For example, my players are currently in Out of the Abyss and have Eldeth Feldrun in their party. I've copied the Scout NPC monster and added in the Dwarf traits. But they can't see her as a custom NPC and I (presumably) can't make it public because it's from a published book.

You shouldn't publish them, if they are just for use within your campaign.
Publishing homebrew is when you intend for the homebrew to be available to all users with a subscription, because they may find it useful.
Your own private homebrew should be automatically shared within your campaign, without needing a subscription.
I've just tested though and can replicate the problem you have - I create a homebrew monster and another user within my campaign cannot see it. They can see homebrew monsters that I have published.

The characters started in a 4E campaign. We upgraded to 5E a while back. But the NPCs that joined the party are from the 4E material.
