You normally get 1 action per turn. If you are 5th level and have the Extra Attacks feature you can attack twice.
Action Surge is a feature that let's you take another action, any action.
If you again take the attack action, then you can again attack twice.
Incidentally, the rule for casting a Bonus Action spell and then only being able to cast a Cantrip after that has nothing to do with Action Surge. Not unless you use your Bonus Action to cast a spell, that is what limits you to only casting a Cantrip on the same turn.
If however you use your regular action to cast a spell with a casting time of 1 action, Cantrip or leveled spell, then you CAN use your Action Surge feature to cast another leveled spell with a casting time of 1 action. Example: you can Fireball with your action and then use Action Surge to cast Fireball again on the same turn. (so long as you're multiclassing or have some way to have the Action Surge feature and the ability to cast the spell.)

A turn is your iinitative. Typically you can move, take an action(actions can be an attack, cast a spell, Dash, disengage, dodge, help, hide, ready an action, search, use object). Martial classes(Fighter, Barbarian, Ranger Paladin) all get extra attack at level 5, which is taken as part of the attack action. Action surge will let a character with it repeat this action or take a second action from the above list of actions. You still get your bonus action as normal and possibly a reaction. Not sure what make up your character is or where the Psi comes from, or if you have two levels of fighter to get an action surge but assuming you have it you could use your psi as an action and then use it again as the surge or use an attack option and a Psi.

Once per turn would mean just that, once per turn. It does not say once per Action.
Action Surge gets you a new Action, not a new turn. So if you want to use your Psionic Strike, Action Surge does not get you another chance to use it that same turn.
