Flame arrows would add some but doesn't let you scale up damage with spell levels to benefit from the crit. Lightning arrow works, but requires more levels of Ranger to get access which creates problems for the build.

It makes sense considering bonus action spells are a universal mechanic available to every caster. Action Surge is only available to spellcasters if 1) you're an Eldritch Knight, which is only 1/3 caster, or 2) your DM allows you to multiclass and you're OK with being 2 levels behind in your spellcasting progression. And even then, it's a limited resource.
I wouldn't turn down the opportunity to cast Guiding Bolt then Guiding Bolt with Advantage in the same turn as a level 3 character in your game =)
But that's not going to happen at my table.
You do only get to use action surge once per long rest. It is limited resource. You know what else is a limited resource that only recharges during long rests? The 2 level 1 spell slots and 2 level 2 spell slots that you could have had without multiclassing. It is a trade off, that is why it is balanced even though it enables nova spellcasters.
It is fine to not to allow multiclassing in your game to prevent this.

Probably to nerf Sorcerers with quicken spell metamagic. Can you imagine an entire class that can cast any 2 spells per turn multiple times per battle?

From a game balance perspective, that makes no sense. It's OK though, you have your game and I have mine =)

While paly smite can't be used w ranged weapons, eldritch smite w improved pact weapon can. A drow or variant half drow with elven accuracy maxes this
