It’s 2 rolls,
the first roll = fail
then you use your reaction to reroll but with advantage, 2nd roll (but the bonus is that you roll 2 d20s and choose the highest roll)
the only way now to get an additional roll is with heroic inspiration. Lucky has changed that you have to announce prior to rolling to give yourself advantage. Mechanics totally changed with that feature.

I read it as using two separate dice when you make the second roll. You reroll WITH advantage. That's a second roll, and advantage gives you two dice.
Otherwise, the text would be "reroll and use the better of the two rolls"

Roll 2 dice and pick the best. so the first roll, the player character fails, you can use your reaction to reroll, caveat being that you didn’t use your reaction already, that reroll has advantage. So yes roll 2 d20, choose the best. But it’s all in total it’s 2 rolls, with a combo of 3 d20.
I was curious about this and found this page first. Then I found a post from earlier in the summer explaining the changes to the bard and it makes clear that you get a total of three dice rolls to save, i.e. after failing the save you get to roll two new dice and take the best of the new two. Roll to save against the effect. If successful that's the end of it.
If unsuccessful the bard needs to use a reaction before the next step. Otherwise the failure occurs and until something else impacts the effect.
If the bard usesa reaction for Countercharm then reroll the save with 2 dice because of advantage on new save attempt.
