For some reason plate armour is lowering speed by 10, where other heavy armour does not. Unless I'm missing a rule, I think this is a bug?

Does your character have 15 or higher Strength? https://www.dndbeyond.com/sources/basic-rules/equipment#ArmorandShields shows that Heavy Armor do reduce your speed if you don't meet the Strength requirement.
