The main reason they didn't make them containers (already?) is because we can't (yet?) put containers inside other containers, and most of the time, people are keeping their map/scroll cases inside another container.
You can certainly take a different container, like a basket, and customize it to act as your scroll case / writing kit.

I would think it would be pretty simple to place one container inside another. You would just have to know its weight and size......well I can see the size problem. But you could limit the one size going to a another size. Nothing larger or heavier goes into anything smaller. It would be tricky but I can see the programing working.
As for magic containers just forbid one from going into another.
Nesting things is a non-trivial programming issue. They might support it at some point, but it makes a system a lot more complex and prone to strange errors.

I understand the issue is more difficult to solve for nesting containers in containers.
But that isn't even the problem.
A scroll case IS a container. It's tagged as such in the character editor. The same as any other container such as a backpack or a pouch, It SHOULD be able to contain other items, such as magical scrolls, maps, paper, a quill, a bottle of ink, etc. Just like other containers can do the same thing.
The problem is that the scroll case cannot hold anything, even though it is marked as a container. THIS IS A BUG, not a new feature request. A new feature request would be nesting containers in containers. That is not what we are asking for. Fix the bug first, then maybe in the future, add the new feature.

Thank you.
It is not a bug; it is not intended that the scroll case be a container and as such it not functioning as a container is the exactly correct behaviour. The fact you want it to function as a container is feedback, not a bug report.
I was wondering if the Scroll/map case could be turned into a container under the equipment lists.
I was thinking of having one hold the paper, ink and quill/pens to make a simple writing kit.

Thanks I might try that.
