I recently purchased Xanathar's Guide To Everything, however when creating character's, not all the new subclasses are showing up.
The key culprit is Gloomstalker Ranger. Neither myself or my players have access to it even though I own the book digitally. is it a bug that stops me using it?
It sounds like you're using old subclasses with the new versions of the base classes, but don't own the new PHB.
If a subclass got updated, then you can only use the new version with 2024 classes. To use the old version, you need to use the old class (turn Legacy on in the builder).
You could also homebrew the old subclass into the 2024 class.
So under the new ruleset, we can use all the content we've previously purchased...unless there's an option for Wizards to take our money again?
For content where there's an option for Wizards to take our money again, we are unable to use said items with the new ruleset.
That about right?
Mind you, I actually want to buy the new PHB, but not enough to introduce more weird blackouts on content/options that I deliberately paid to be able to use.

You are theoretically correct that they have taken nothing away from me, I'll give you that.
However, they have failed to deliver on the promise that we would be able to use all of our previously purchased content with the new system. I guess that I can't use all of the new core classes, because they are products that we should pay for if we want to use. But there is a level at which the new system is supposed to operate for free...but instead is something they have presented which locks out our previously purchased content.
Tell me how it makes sense that I can use the legacy Knowledge Domain, which I paid for, but I cannot use the legacy War Domain or Trickery Domains, which I also paid for.
--and also... When (if, at this point) I buy the new book, will I then be able to use my legacy PHB subclasses with the new system? That's still a slightly shady way for them to go about it, but for my personal uses, I guess I'd be okay with that, as I had every intent of buying the new package before seeing all of these terrible integration issues. 🤔
