Is there no complete way to use NPCs across multiple scenes in maps that allow for full functionality that doesn't require making them campaign characters?
It seems like the Maps VTT doesn't handle NPCs very well - there are are major downsides to all options.
Quickly rename NPCs that have an associated generic stat block in the actual scene: This doesn't allow you to move that named version to another map, you would have to manually name it again and manually adjust things like current HP.
Homebrew an NPC from a copy of the generic stat block: Allows you to always have that NPC in the token browser, but creates a copy when you add it to a new scene, you still have to track HP and conditions manually.
Make NPCs characters in the campaign: Hugely time consuming and allows players to see all upcoming NPCs and their basic information.
It seems lik there should be a feature to add NPCs (hidden from players) to a campaign with their own tab in the token browser, similar to how there is a tab for "companions".
