I was just messing around in the creator with a Variant Human Barbarian. For the first Feat, tied to the race, I chose Tavern Brawler.
I went through the builder sequentially, and when I got to Class, I bumped the level up to 4, and chose the option to add another Feat instead of ASI. On the dropdown that appeared, I was missing the Grappler feat, as well as others that should be available, such as Prodigy (I do own all the necessary books).
I skipped adding the feat, finished out the rest of the builder, then viewed the character sheet. After choosing to Edit the character and returning to the Feat selection, the list was complete, including Grappler.
That is most probably because some feats require you to have a certain stat value.
For example, Grappler requires you to have at least 13 Strength, which at the Class step of the character creation you would not have, as you still have to input your stats. Were you to go to the stat step, complete it, and then go back to the class step (without finishing anything else in between), you would have access to all Feats you are supposed to have access to.
