While making a character it isn't adding the proficiency bonus, nor indicating on the skill that I chose animal handling. It shows the other skills I am proficient in, and even lists it under proficiencies, but not in the skill section.
Fighter gives "Choose two skills from Acrobatics, Animal Handling, Athletics, History, Insight, Intimidation, Perception, and Survival"
I selected Perception and Survival in the builder. Intimidation, Perception, and Survival should be shown and calculated as proficient. What is shown is proficient in these and added to that is animal handling. (Exactly opposite of Lirael's issue.)

I did a Dragonborn Bard with the background Soldier.
First I picked Athletics, Intimidation and Persuasion as Bard skills. But then I can't repick the background skills (I wanted to check if it works, nope.)
So then I picked Insight, Perception and Persuasion as Bard skills. Soldier give me Athletics and Intimidation.

Found it... "Solider" background gives Animal Handling. (had selected this since my original background is PHB based.
However you found that the soldier background gave it to you but I didn't pick a background and still got the Animal Handling Proficiency. Character Sheet - http://imgur.com/a/9ffmK
Dealing with bugs as well. Have player in my campaign that has a ranger/pirate and it is giving him an entire list to choose from.
Would post picture but too lazy too host it... sorry ya'll. It is giving him the ability to choose two from a list of 13...?

2 The problem you described is different than what this thread talks about.
3 The character probably already has proficiency in either Athletics or Perception from race or class. If PCs already have the proficiencies granted by a background, they are aloud to choose a different one. This is not a bug.

Same, I chose a bard and a sage background.
It added my Sage skills but I never got the option to even pick the skills.
Also there is no option to manage skills; what if I want to change them from a mistake?

Looks like it's just marking it as proficient instead of checking to see if you are already proficient.
