It doesn't add the tool proficiencies or the skills you pick.
It seems to add the feature you chose and any bonds or ideals and such.
The workaround is just adding the tools and skills manually but I didn't see any thread about this so figured I'd mention it. I'm pretty sure it worked before sometime, just not sure how long ago, but at least this month it hasn't worked anymore.
That's odd. Maybe "refresh" the character by leveling them up by 1 and then back down, then see if the sheet is correct? You may also need to remove the manually-added proficiencies before it works properly.
If this doesn't help, please give the link to your character sheet (the url, not the share link) so that someone can take a look.

Hmm, ok, I tried making a new character with a custom background now and it worked fine. I went back to look at the previous character where it didn't work and without changing anything it's now updated and showing the correct skills, not "forced" (blue marker instead of black for skill proficiency) so... I guess it might just have needed an update like you said. It's a bit weird though because the new character worked straight away and I've made several characters over the last few weeks and the custom background always skipped adding the skill until today.
Anyway it seems like it's somewhat solved anyways so I guess just update the page and see if it adds them then if anyone else gets this problem.
Custom Backgrounds often need to be cached before they will be visible on the character sheet - this means that when changing them - it can take up to 20-30 minutes (sometimes even more) to be reflected on the sheet.
