Hey so, when you create a spell, as long as it's not a cantrip it will always consume a spell slot. It does that by default and is not something you can change through the creation of a spell. To make a spell force a saving throw instead of being to hit once you make the initial spell click 'additional information' and find 'save type' and choose the correct save that should be made. If it is a to hit instead of adding a save type add an attack type. As always with homebrew, if you can't figure out how to get what you want, find a spell that is similar in style (forces a saving throw, scales damage, etc) and copy that spell in homebrew creation instead of creating from scratch. It will come with the spell pre-made in homebrew then you can modify the things you need to.

Greetings, currently i am making homebrew spells and i was wondering how to
1. make them castable rather than being able to be used at will
2.rather than make them a hittable spell make them have a Attack/Save aspect
