I am of the strong opinion that Partnered Content should be toggled OFF by default on the Character Preferences page or sidebar. Otherwise, if all content is unlocked and shared in a campaign, it can create issues at the table when third-party options start to pop up in game (a lot of them with balance issues, sadly).
I'm pretty sure most DMs don't want ALL third party options to be available for a given campaign. You even mention "this content should be used only at your DM's discretion."
What we really need and what we've needed for a very long time... Is a simple 'Do not show me any content I don't actually own' toggle.
But we'll never get that, because D&D Beyond's business model is built around building FOMO by constantly showing you things in searches and lists that you will then be informed you can't view when you click on them, because you don't own the right book or content pack in the hopes that this will eventually motivate you to buy it.
