I'm right there with you. It sounds like other people are using it just fine, however when I change a character's level the only thing that happens in the level changes. It doesn't prompt me for new spells or traits or ability increases or more hit points or anything really.
If it's there and I just cannot find it then it's not very intuitive.
Can someone tell me how this works so that health will scale correctly and new skills/abilities will open up? I've tried and can't make it happen.

It's set up to support multiclassing. After you gain a level, you have to manually select which class to put it in.
