I think it might be pretty cool setting for home brew game-play would be a option to add custom traits on the char sheet under racial features or class features. sorta like how you can add custom tools or actions. using the Other section in the notes tab seems the closest thing to do this under at the moment.

I mean, that's just a custom spell which you can add to characters anyway. You could add that through a feat or magic item.
If you're talking more about stuff like boons and guild roles etc, that's coming with the general feature system which will allow more broad features to be added to characters.

So you want a homebrew spell to be learned by a homebrew race? You can do that.
If you are wanting the homebrew spell to have a prerequisite of being a certain race to be able to learn, that is not part of the rules.

I'm not sure what you mean by "custom traits" you can homebrew every aspect of race, subclass, and background.

Or you can use a feat to represent it. The upcoming general features system that Dave mentioned could also be used for that.
