If an enemy/creature is affected by this spell, would you expect them to pass an Arcana check to know what would happen to them if they move? It seems weird that they would just know, for no reason.
It's not "for no reason," they just don't want to spell out the flavor exactly so that you can describe it the way you want. At any rate, I feel like being "sheathed in energy" is something you would notice.

I'm pretty sure that is exactly what they wanted (I think there is confirmation for this, but I am not going to bother looking for a quote). Booming Blade is a good spell anyways, and I think they explicitly wanted to nerf it so that folks with reach could not essentially guarantee the bonus damage from the target moving. In fact, I believe it was revised in this direction from its original version, which did work with extra reach. The change to the range was precisely to stop the exploit you want to take advantage of.
Okay, but really, are you going to play a Bugbear caster, or a Polearm caster, just for this? It's really not going to come up very often.
I have no idea how often the reach/Booming Blade combo was used in general, but it seems to have come up often enough that they decided to change the spell specifically to make that interaction no longer work. I can understand your point that the spell probably should logically target the weapon and thus work with reach, but since it is already a pretty powerful cantrip as is, I can also understand that the developers decided that this interaction made it overpowered.
I think what I will do is take CRUSHER. That way, I hit (hopefully) with the use of the spell, the enemy will get knocked 5' back, which will give me about the same result.
CRUSHER fits better with my build and Rune Knight sub-class. Another player is already using SLASHER at level 1, so I'd rather be different. Bludgeoning Weapons are rarer, but I think they will be more fun. A Warhammer is pretty good with a shield and I can use the Maul if the need calls for it.

This is all a long way down the road. I have decided that I will get the best benefit from Aberrant Dragonmark, or Crusher first. That way, I can cast Exb. Retreat and Booming Base twice in the same first round. ..if there are 2 enemies to target.

Booming Blade is only when "the target willingly moves 5 feet or more" - so forced movement (such as by Crusher) will not trigger the Booming Blade damage.
So, I assume that I can use ACTION SURGE to cast the cantrip?
If you have action surge you can use it to cast the cantrip. So you can do it twice on that turn (first time as a cast a spell action, second time with your action surge action). So far 1D&D has changed that to not work in this manner with action surge. But for now, you're fine.

Yes, I believe that was already covered earlier in the discussion, and I understand it quite well. I probably would not have said it only works "fairly well" if I thought that the bonus damage was automatically triggered. However, the forced movement from Crusher does interact with Booming Blade, to the extent that a target who has been moved 5' away from the person casting Booming Blade will most often need to willingly move to get back into melee range to attack them. Thus, there is still plenty of advantage to using the synergy between the two features.

I'm considering RAY OF FROST as well. If I can move it 5' (Crusher) and slow it by 10', that's pretty significant. Then the Rangers and Caster can go to town. The Rogue and Blood Hunter can do whatever the hell they want. :)

Now the Polearm Master + War Caster Booming Blade combo only works with a spear or quarterstaff on creature within 5 feet of you.
So, just to clarify,
If my fighter is level 20, he would lose all 5 attacks if he casts a spell instead, and only have action surge left?
I assume I can also make my 5 attacks and then use action surge to cast a spell?
