I have a (Storm) Sorcerer (14 levels) / (Tempest Cleric (1 level) that was DDAL legal at the end of the Season 8.
I'm signed up to play a Season 8 adventure (the Red Wizards Dream, Part 3) this coming weekend. This adventure -- I believe -- was one of the last major story arcs of Season 8, as such, should Season 8 PCs still treat this per the previous rules?
My most powerful magic items are both Legendary: Staff of the Magic (which she acquired ~12 level) and a Rod of Security (acquired two adventures ago). Will I have to temporarily remove the Legendary items from my inventory until I reach Tier 4?
Season 8 and before characters need to be converted to season 9 rules. It isn't the season of the content that matters, it is the season the content gets played in. This does mean there are some changes to be made.
So ... all characters need to be converted to season 9 rules to play in content in season 9 no matter when that content was published.
What do you need to do to convert your characters? The biggest differences are the magic item limits and reserving legendary items until you are tier 4.
I have two tier three characters that both had acquired the Staff of the Magi during season 8. Unfortunately, you can't have legendary items on tier 3 characters in season 9. However, you don't lose the Staff, it is just reserved (or unlocked) and you can take it when your character becomes eligible at level 17 in tier 4. It sucks but even though I had a couple of them, I agree that they were breaking tier 3 content.
The next thing is magic items and you may or may not benefit from this. The limit in tier 3 is 6 magic items total. (consumables - potions, scrolls and ammo - do not count). If you have more than 6 items (your reserved legendary items also do not count) then you will have to decide which 6 items you want to keep and lose the rest. If you have less than 6 then you pick any items you unlocked in season 8 and take as many as you like up to a total of 6. When playing content in season 9 you will have the choice of either taking the item from any module you play if you have less than 6 items in tier 3 or replacing one of the items you have with the one from the module you just played.

You also have the option of gaining a level "all ACP are removed and you gain a level" applies even if your ACP total was just enough to bring you to your current level.
Faction membership can also give a faction dependent magic ring so it may be worthwhile joining a faction if they offer a ring you want (ring of protection is offered by all factions).
Finally, any character level 5+ can take a +1 weapon, +1 shield, +1 wand of the war mage or +1 rod of the pact master (just one).
