A friend of mine wants to make a character based on Maya Mahabala from Dragon Quest IV, but looking at what she does in that game leaves me a bit torn on whether she should be a bard or a sorcerer. Her official class is dancer, but she has more blaster-like spells as she levels up than support.
This is starting at level 1. If I go bard, I'd likely set her up for the college of lore or glamor, later spending the magical secrets on fire and frost spells. As a sorcerer, I'd likely set her up with fire dragon ancestry. Either way, she's a variant human (maybe with inspiring leader or resilient wisdom), the entertainer background is a must, and her stats are as follows:
Str 8, Dex 16, Con 10, Int 10, Wis 13 (14), Cha 16
TLDR, my friend is lazy, how would I make this character as close to the original concept?
I don't know the character well, but based on what you've said then Sorcerer with an Entertainer background sounds like it would capture the character better. Nothing prevents non-bards from being entertainers and performers outside of their class abilities.
I don't know the character but if you want something blasty along with a range of spells then you could go with either lore bard X/warlock 2 or sorcerer X/warlock 2. The warlock gets agonizing blast plus another useful at will ability/invocation that might fit with some of the character's capabilities. In addition, they have the spells/skills from either bard or sorcerer.
If you want to be single class, I'd go with a dragon sorcerer. She doesn't sound very smart, so wizard is out. Pump dex, cha and con, dump wis and int. Take the entertainer background. Choose spells accordingly.
