Ok, paying for a Raise is not a problem as it can happen between sessions. But how about PC replacement? You have to start at first level. How is that going to work after Chapter 1. You are limited to one level per session. It could create some interesting party builds.

I'm not entirely certain what you mean by PC replacement, but if someone needs to join a new character after a campaign's start, I assume it works the way it always has -- they start at level 1. In the hardcover, a DM will likely award them milestones quickly to catch them up with the group. For the modules, they just need to play one that's tier-appropriate.
If you are playing the book, talk to your DM. If you are playing season 10 modules (10.XX), then you will need to repeat them - or wait until more CCCs are approved for Season 10.
There’s also the possibility that they DM and can reward level their PC to catch back up with the party. But if you are still running chapter 1 content, you can let that character take a level for each session, while the other characters wait for every 4 hours of play, or decline levels to let the new guy catch back up. There’s also the more smarmy feeling, but still apparently RAW thought that each location, or even 1 hour of play, is a “session” and you pause to award gold and log the session before continuing, letting the new PC level up after each “session”. That would zip them through t1 in a usual group’s single game day..
