I am trying to continue a campaign that I am running but I have no idea where to start. The basis is that the BBEG escaped but the hero’s don’t know where. I was going to have them send out a message into the universe and another universes group of hears the words and the story picks up in another universe. Basically a multiverse campaign but I have no idea what kind of universe I want it set in. So I was looking for a reference on where to begin.
Why do you want it to be a Multiverse? The "universe" is already an infinitely big place. How did the BBEG travel to another universe? What happened to that universe's version of the BBEG?
Is the other Universe basically the same as the original, or wildly different?
Maybe you should consider Spelljamming, if you haven't already.
It's also worth contemplating the motivations of the group. You have no control over what they do, only on how well it works and NPC influencers, so wanting them to do a specific thing will warrant an NPC persuading them to do it, and this will in turn require them asking advice from said NPC.
Where has the BBEG gone? The players don't know but you should.
Why should the PCs pursue the BBEG? If he's in a different universe, he's basically banished. Why chase him?
The BBEG was on the verge of death and before he could be finished off he cut open a hole in space and time and ended up in a place where the player's characters could not find him.
Okay, that's a good start. Some questions then as to how to get plothooks to drag your players between realities:
Why were they fighting the BBEG? were they sent by someone, or did the BBEG get on their nerves enough to be hunted down? Usually in the world, an NPC knows more about the BBEG than the players, and they ask the players to "get 'em!". IF this is how it happened, then when they return to the character to report what happened, have either them or a new NPC with them give information that "a breach in space was detected" and establish that the BBEG is still at large and must still be stopped. Perhaps have the new NPC explain that there are now 2 of the BBEG in the other dimension, and that's not something they can allow to happen. so begins the new quest.

Well, that's the thing. I have written the outline of a world but no idea how to introduce it
