I have a warlock who jus hit level 11. He is a hexblade (actually we reflavoured it as a lightblade but you get the idea). Over the last 6=7 sessions, he had been wanting to find something about this blade but after a Legend Lore TELLING him it was the sword of a god before she was made divine he is wavering constantly about whether it is legit or not.
Should such wavering faith in a DIVINE BEINGS pact weapon have repercussions? I had way back at level 3 when we started outlined that the blade would grow in power as he leveled. Level 11 is supposed to be one of those places but almost every session the character expresses uncertainty about the blade. I feel like pulling some of the powers of the warlock until such time as he can show his faith to the divinity of the blade. I am thinking of allowing him to still have access to his invocations and basic class mechanics but no spells.
I think communication is key both in character and out of character. Try talking to the player about his beliefs and expectations. In game, you could have his patron or an agent of his patron confront him about his doubts. I would say to at least warn him that his lack of faith is putting him on shaky ground before you pull any powers. I believe that Matt Mercer did this beautifully in the current Critical Role campaign with the interactions between Fjord and Uk'atoa. (See episodes 53,61, 65 and especially 72) The situation is different from what you describe, but the conflict of interests between patron and PC centered around his pact blade seems relevant.

Maybe he wants you to let him pitch some ideas and the two of you collaborate over the sword's origin. Which seems like a fine way to do it.
