Hi so running a game with a green dragon and a blue dragon who are at war with each other and using the players like pawn. However dragons are much smarter then I am. So I would like to ask for some potental tactics or road blocks they would likely use against each other. Other then simply throwing the players against them.
Off the top of my head, one thing I always like to use is that dragons can polymorph themselves, so you could have the dragons going about disguised as mortals, maybe manipulating the players into doing their bidding so the players are taking missions without knowing that the kindly old crone two towns ago and the lost village girl in the forest are in fact the same person (and a dragon!).
So what I understand about green dragons are they are very manipulative and sneaky. They may not use a direct method but will instead take the time to gain the upper hand and then strike when everything is in their favour. Perhaps a green dragon will poison treasure and let another dragon steal it and then strike when they are poisoned.
A blue dragon comes across as more proud and bold. They are also patient but it is more tactics and strategy like a general than the green dragons trickery and guile.
I think you need to plan in detail to make it work.
Consider:
The objectives of the dragons. What does each want to achieve.
The resources of the dragons. What do they have to achieve this goal.
The personality of the dragons. What are they willing to do, what are they willing to sacrifice, what are their strengths and weakness.
The land they living and those that inhabit it. How can they use the lands and it those who dwell there to their advantage.
Personally, I'd start with making a simple map adding important parts to it and looking at how these locations can be used either for quests or by the dragons.
