Red dragons are simply the most greedy and would be the most straight forward option, while black dragons enjoy watching human kingdoms suffer and collapse if you wanted to weave a more complex story about corruption or something. It also depends on the geography of the town's surrounding region. A blue or white dragon would be best suited for menacing a desert or tundra based town, repectively.
