I suggest a mentor or an academy. Probably a small fee to join an academey and perhaps some work, aka extra time to do chores for a mentor. Once accepted he could 'trade' a spell of the same level to any wizard for free (i.e. give the mentor a spell that the mentor does not have in exchange for another, or trade with another wizard from the academy). He can also pay for 'additional' training, I suggest charging the exact same cost to write a spell into the spellbook.
Note, this is a good place to do some roleplaying, at least for the first time you do this. It should also be a good place to purchase and sell scrolls and found spell books. For a found spellbook, I suggest it be priced at the cost to scribe the top two or three spells into it, half that to buy it. Those are the likely the only ones people want anyway and if you price it based on all the spells, it will be very expensive and disrupt the economy of your game.

There are a lot of modules that feature hostile casters with spells books. You can also find scrolls as loot that can be scribed. Best way to find books? Put them up against hostile casters - or find loot where previous adventuring casters died. o.0
At level 3, you might run into scrolls more often. I think looted spell books start to be more common, in my experience, around lvl 5.
