So I just started running a game for some friends. We're all pretty seasoned players, but this is only like my second time DMing and my first time in a long form game. The group had just gotten together at the end of the session and had decided to check the bounty board in the tavern to do one for the next session. I am usually meticulously prepared, but I for some reason... Just wasn't, so I threw out some bounties off the top of my head.
They ended up deciding to track down whatever creature or person is stealing only the left shoes from (currently) unconnected civilians. They're only level 1 and like I said, it's my first long form game as a DM, so I wanted it to be something tedious but fairly easy.
I am just absolutely blanking on who or what is responsible, and would love some suggestions. (but preferably something more complex than some extreme foot fetishist.)
Hmmm, creative at level one... I think this is your perfect opprotunity to have some underground shoe trade led by a band of Flumphs! This plot reminded me kind of the episode in South Park with the underpants gnomes. Maybe the flumphs only take the left shoe because they’re unfamiliar with common folk ways in wearing two different sided shoes, so it’s just a funny mistake they only take the left shoe. So maybe you have the party do some investigating and stalking, and it comes to be that there is an underground entrance at a tree stump on the outskirts of town, and that’s where the flumphs come out of and stock pile the shoes. Battle or persuasion ensues, party gets the shoes, book bang bing, bounty board quest is complete, and now you have an opportunity to further progress through the underdark if you want. It’s definitely a weird quest hook, but definitely something to have fun with. Good luck!
A cult that found a strange scroll that came through a rift from another world. They have tried to decipher it but all they have been been able to read from the scroll case is the name of their god, Daniel Day Lewis, title of the scroll, My Left Foot, and the cryptic phrase, “Be Kind, Please Rewind”.
They have been sending offerings of left shoes to their god through the rift but some are becoming convinced that they should be sending left feet through instead. They must be stopped.
So, all the shoes can (eventually) be traced back to the same Cobbler. He accidently used a piece of leather that contained some very important info (could be a deed, could be a map, could be a sensitive letter) in the insole of a left shoe. But he has since sold said shoe, and now is trying to recover it. He know's it's the left shoe, because he found the scraps of it, clearing showing a cutout that could only possibly be for a left shoe. This gives you a bunch of options from there. Do they players find the shoe? What's on the leather? Where will it take them?
Make them all attractive females and have a professional Thief go in stealing them for a guy who has a really nasty foot fetish, the party won't know this until they confront the employer who is sniffing the shoe. The idea will really just make the party surprised and slightly uncomfortable, making it a very memorable mission or one that they never want to talk about again. Either way it will be hilarious.
Sounds like the work of a fey, perhaps a Boggle. The trick now is to trap it, since it can teleport, or track it to its lair. Perhaps the party will not want to kill it though, when they learn it manifested in this world to be the only friend of little So-and-so the orphan who lost their right foot to some old timey disease. Next job will be to convince the town to take care of the child to end the haunting.

I would go with Regent's idea but instead of Boggle you could do pixies or sprites and they are trying to help this child but you party find out this only one of many things stolen because a Hag has shown up in the woods sowing pain and misery for her own fun and pleasure( the little boy is poor but all he wanted was a new pair of shoes and he finally got the money saved up and this hag caused the accident that had this child loss one of his legs so he can't wear his new shoes) so you have a story and a big bad for your group to hate at low levels

Could also be a band of small time thieves. They are stealing the left shoes from this town and the right shoes from another town to complete the set.

Someone is making leg lamps and they need shoes for them. Be sure to label them “Fragile” (pronounced Fra gee lay).
Also have a cursed crossbow that shoots your eye out when you roll a nat 1.
