So I'm creating a series of adventures that take place in a dread domain. In essence there are three towns, Calistar, Mictlan, and Dramoor. With undead being a very common thing in the domain.
Calistar: A town who shuns the undead and is fearful of their attacks, a organization called the Gravesides are basically hunters of the undead who protect the town.
Mictlam: A town who has come to an agreement with benevolent spirits that protect the town from malevolent undead in exchange for reverence and offerings. Their culture widely incorporates spirits and the natural cycle of death.
Dramoor: Dominated by a Death Cult of Orcus, the town has an equal amount of intelligent undead as it does living citizens. Those that are in league with the cult don't last long in it's perilous streets.
Basically I'm just asking for some adventure ideas that I can plop down in each one. I have some ideas but it's best to have a collection to pull from. Any ideas?
Sounds like 3 completely unrelated entities, so why have 3 instead of 2 or 1? A single large city can have many districts where you can have the power balance that you have described and you can even keep the names. Calistar could be a inner ring district where only living people are allowed. And this obvious discrimination resolves in riots and plotting against the living in the inner ring, while living people outside of Calistar is looked down upon as "white trash" so to speak. My advice is simple connect them. If you really want to make it harder on yourself and make multiple towns instead of a city then have Calistar send out an attack team to eliminate a target. Or have you group entangled in some political dispute in Dramoor between a clan of the living and a clan of the dead, or even better 2 living clans.
These are tropes that can be done in any setting. But because you have the clear possibility for tension between the dead and the living I would choose a city. Take inspiration from Sharn, waterdeep, or city of brass.
