Hey, I created a magic item called Staff of Archlich. It's a legendary item for evil people (mainly wizards, sorcerers, and warlocks). An item for maybe a monster (like a red wizard), or maybe for campaign with the characters as villains.
Really want to know what you think!!

I think there's a few things you've overlooked. Below are a few suggestions that I think would be improvements. Take or dismiss them as you like:
1: The recharging on the drinking of the blood of a creature slain: I'd specify that the staff doesn't regain charges any other way (doesn't regain charges at dawn or dusk the way most magic items do), that only the blood of a humanoid can be used to regain charges, that the consumption takes 10 minutes, and must be started within 1 minute of the creature dying, and that the consumption restores a number of charges to the staff equal to the number of hit dice the creature has. With this rule, you could remove the restriction of alignment, because the creature will become evil by the nature of using this staff.
2: for the charges taken to cast spells, I'd set it to at least 2 charges per spell level (2charges for L1 spell, 4 charges for L2 spell, ... 14 charges for L7 spell)
3: consider changing the history on the staff. Maybe it was wielded by a would-be-rival lich to Vecna, so Vecna with utter disdain trapped the would-be-rival in the rival's own staff, and your use of it is exercising and feeding the entity trapped within it. It can whisper wicked suggestions into the wielder's mind, and following the rules of sentient items, it might try to dominate a wielder who's not doing what it wants them to do.
