in my campaign setting dragons face extinction after certain events and excessive hunting however nature decided to balance things out but spreading a form of dragons which are weredragons which people who don't really know where did they come from. To the main point, how should i create it? if it's better to reskin which one seems the most fitting? i only played 5e and not sure if this concept already exists from previous editions but i really want to make them. Please help me if you can !

Kinda depends on the context of how you're using them. Are they for your players? Or are these NPCs/Monsters to challenge the players with?
Easiest thing to do if it's for your PCs, just have them start with the Dragonborn race but they can't use some of the dragon specific traits/features until they "shift" into their weredragon form.
If you're making a monster/NPC you can just take whatever based creature you want and apply the Half-Dragon statistics over top of it. You have an easy stat block that's ready made for the regular version and you just apply those half-dragon traits to get the "shifted" weredragon version.
Kinda depends on the context of how you're using them. Are they for your players? Or are these NPCs/Monsters to challenge the players with?

You could do either, just come up with how it is contracted, incubation period? Is it it triggered by the moon or something else since its Dragon based? Then just think of what abilities and stat increases this may or may not entail when they shift.

in my setting, both tiamat and Bahamout fought each other and died in a cataclysmic battle. However after their deaths weredragons which never existed before started to appear and if the person left to live he or she will eventually morph into a dragon (side note, still working on it: Dragon Sorcerers can eventually transform once per day at level into a dragon but with each time they do it they slowly lose their personality and depending on the chosen dragon ancestor you'll end up having their personality).

I would say that if you combined werewolf abilities and traits to Dragonborn stats and dragon stats it would be fine. As for triggers I would say any dragonborn or magic user associated with dragons can shift forms at will once a day at will before or after combat only and that any other weredragons that are not directly associated with dragons can only shift under the moon when the moon is in the phase that comes before and after a full moon and either under their zodiac symbol or on a certain eclipse.
Keep in mind that the more powerful dragons are already capable of shape shifting into a human form making them harder to find. You could extend this ability to more of the types of dragons as they learned to shape shift to avoid extinction.
You could have a creation story for were-dragons in which some dragons, desperate to avoid the pogroms of the humans sought out various species of were-creatures to find whether any were compatible with dragonkind. After some experimentation, they perhaps found a strain of the lycanthropic curse which worked with their draconic bloodlines offering some of the benefits of were-creatures like immunity to non-magical or silvered weapons and the ability to shape shift to a human form. This made them both harder to kill and allowed them to more easily hide in the normal population.
However, in a world in which dragons are feared and being hunted to extinction, I am not sure that being a dragonborn would be much better since there would likely be significant bias and racism against such creatures in a world like that which display so many draconic characteristics.
Finally, it is your game :) ... if were-dragons make sense in your world then "make it so" :)
Would a weredragon lycanthropy for players be a magic item, a monster, or a feat? I’ve also been thinking about home brewing a symbiote creature for dnd to make shifting from regular form to lycanthropy form or changing size because when a lycanthropy shifts forms it’s clothes, gear, and armor don’t change with it so on a technicality you actually have get fully naked before shifting -(probably not something that you want to do in front of the rest of your campaign because there aren’t always bushes to hide behind when you change)- so you don’t lose any of your armor, gear, or clothes when you shift plus if you did shift naked you wouldn’t fully be in control of your lycanthropy form so you probably wouldn’t pack up your cloths and put them behind a tree also leaving any of your gear out means that any monster who can track a scent or has a creature that can track a scent can track you and if it’s a lycanthropy, monster, or blood hunter who decides to track you then you’re probably gonna be dead meat on a spite over a fire and even if you trusted someone with the fact that you’re a lycanthropy and they hang on to your gear until you shift back or something you aren’t always going to be able to shift without wrecking your gear and if when that happens you would then have to find a town and pay a crap ton of money for new everything. This fact got me thinking about home brewing a symbiote like Venom that could act as your clothes and and then when you shift forms the symbiote could get off of you and then reattach to you after you shift forms and provide armor that fits your size. I home brew most of my stuff on my other account including the gemstone tattoos , helfyre shot guns, anti matter whips, and zero gravity shock boots and pants, but that’s just naming a few of them. please check them out and let me know what you think
What’s forgotten realms(FR) and unearthed arcana(UA)? I known that UA was part of the title of an older dnd book for an earlier dnd edition but I don’t know what FR is. The UA reborn race is pretty cool but it shares several similar characteristics to the ravnica simic combine race which is a really crappy race just like the bard class because bards are the equivalent of a successfully annoying pain in the ass distraction that is really good at distracting people while slip past them or steal their wallets and in general have very little flexibility when it comes to customizing a class like the simic combine but one is for a race And one is for a class.
I believe, but not 100% certain, the “original” Weredragon was in Dragon Magazine #134, page 11. Very much more an interesting character than the current versions of lycanthropy.
A Paladin of mine beat the DMs odds and fell in love with the elven form of a silver dragon. Many campaigns, and much begging later, he gave me one die roll for them to have a child. I had to roll 100 on a d 100. 1 shot only ever. I made it. I had to use this as my character template. Another restriction was, should she ever die, resurrection or reincarnation was not an option. She made it to level 100 (we don’t play with level caps), reached the age of Ancient then retired to NPC status. As they do, vanished, took on another persona and is now a sage in her area and a friend to the local court. Lady Mikasha Argentum Velothian.

These kind of ideas work great in novels but don't work well in RPGs, because it requires you to force the player to make choices that they don't want to make. The one thing that players get to do is choose how their characters acts, and this removes it. It's not fun for the players.

What? Per weredragon stats from the aforementioned dragon magazine, it’s part of who they are. They stay in a place until,essentially, their cover gets blown, then they move on to the next victim.
Who said anything about a draconic sorcerer?
She didn’t change personality but rather persona. Think, spy or actor playing a different role. For example, Chris Hemsworth doesn’t play Thor in every movie he is in, he changes persona to fit the role. Make sense?

Curse of Lycanthropy. "A humanoid creature can be afflicted with the curse of lycanthropy after being wounded by a lycanthrope, or if one or both of its parents are lycanthropes. A remove curse spell can rid an afflicted lycanthrope of the curse, but a natural born lycanthrope can be freed of the curse only with a wish.
This is true, and great content by the way. Definitely one way to run with it. A curse that creates dragons by bite….if there’s anything left after something that large bites you that is…..terrifying.
In Dragon Magazine, #134, the “original” (?) weredragons were not lycanthropes, except in the sense any dragon is, but rather had the ability to change at will. The “were” part comes from the myths that surround them, (intentionally), and the fact they live amongst humanoid populations relatively unknown.
I may be mistaken, granted, I’m still learning 5E, but are Dragons in 5E considered lycanthropes or merely have the shapechange ability naturally?
My assumption would be, if its a dragon, and it changes shape as do all other dragons, its not a lycanthrope in the “normal” sense of the idea. Rather, just a “normal” dragon.
If you want to create an actual lycanthrope dragon kind, I think they have a few threads here under “Dragonthropy”. (Not sure it I spelled it correctly). There are even a few published homebrew “Weredragons” along that very line.
Interesting thought…..a dragon hunter gets cursed with draconic lycanthropy and is forced into becoming the very thing he hunts. Perhaps the change happens in the presence of “treasure” , or items in excess of X# of gold pieces of value? Just a thought.

Dragons in 5th, and so far as I know, in every edition previous were never weres. The ones right now at adult or better can change shape, but that's a magical ability, not a curse or such.

In forgotten realms weredragons are song dragons (google it). You can draw inspiration from those lores.
