Due to the nature of W:DH, I'm allowing LE and NE PCs (the book explicitly has content for them after all). One (a Paladin) wants to follow a NE goddess (Shar).
He plans (and I recommend) keeping his true feelings on the down low either by pretending to follow a different goddess or by simply not talking about his religion.
BUT if he's found out as a follower of Shar, is that illegal in Waterdeep? Or just really, really frowned on? It looks like it's probably the latter.

If the Code Legal is the sum total of Waterdeep's legal system, then he could get away with it. However, much of what his god would ask of him would likely see him wind up on the wrong side of the law.

I'd play that particular scene as having disadvantage on social checks if openly flaunting it, but yeah.
