About how many magic items should characters have at 5th level? I'm willing to go a little on the high side since these characters are for a one-shot, and I don't have to worry about them being OP long term.
For reference, the characters are going to be exploring a magical library on a time limit. Each character has some sort of item or information they're looking for and the group overall will have something they're looking for as a quest for a patron.

Harry Hoblin, the happy goblin, doin' all of the goblin things
He likes murder, loot, and pillage; he's doin' all of the goblin things
He'll eat your puppies and your babies; he's doin' all of the goblin things
You don't want to go giving them a legendary magic item. That would ruin many things. It depends on what you want to give your players. What I would suggest is a very rare item as the patron's quest, and a 2-3 rare items for the party. You don't want super OP temporary items either, though. A ring of three wishes is a terrible idea for a level 5 character, maybe as a cursed item, but not as a dungeon loot drop. I'd say rare to very-rare on the magic items. Maybe a weak legendary like a Candle of Invocation, but apart from that, rare or very-rare. Also, it depends on the party. for 7 players, you would want 4-5 items, but with 2 players, one would be fine. I hope you find this useful.
Based on the the Xanathar's Guide to Everything entry on Treasure Points:
Each individual player is expected to gain 1 Magic Item at 5th level every 4 Hours from Tables A, B, or C OR 1 Magic Item from Table F every 8 Hours. Assuming that you have 5 Players playing for 3 Hours that would be 2.4 Magic Items from Tables A, B, or C during a normal session.
Because it is a one-shot and you want it higher I suggest 5 Magic Items from Tables A, B or C and 2 Magic Items from Table F.
