I was first approached out of game with an idea to allow this PC to have a dark past that pushed him into a fixation to right the wrongs of the world his own personal way. At first I agreed since it wasn’t really “Murder-Hobo” crap. But I’m trying to figure out how to work this in during downtime activities. I’m currently modifying the CRIME activity to account for the type of skill checks related to what is happening. My question is how should I approach creating suspense that he might get caught in the act or that a local guard or towns person might see him or hear him??
I think this would open a wonderful opportunity to an anonymous antagonist who perhaps witnessed him at some point in his crimes. Anonymous notes, letters, etc - let the player know he has been found out and is now being monitored/followed. You can have this mystery person blackmail him to perform special 'quests' or tasks, else evidence will be sent to the local guard. Have some rules given from this individual about not letting his party know or disobeying his requests and you could have quite a bit of paranoia and suspense for this character.
Sounds like a great idea. I had passed a note to him at the last session. It contained a an invitation to join the Harpers. Which could fit your thoughts as they watch people and spy on people of interest. I could get him to do some faction side quests during regular play. Maybe have him retrieve an item or info from NPCs that are in my over arcing storyline.
