TLDR - I need monsters who use whips or easy to adapt to use a whip
so for context in my group during character creation I had all my players think up a fear, phobia or things of that sort for there characters, this way it adds a little RP spice, for example my one player is afraid of water, throw a few water elementals his way and have him roll at disadvantage, so far my players LOVE this idea and one of my players even went as far as suggesting a mechanic for a PTSD mental freak out, for example, her character is a changeling, her fear is fire because she watched her parents burn in a kind of public execution type scenario in a town full of paranoid hicks and now if a humanoid burns or she is hit by fire, she rolls a wisdom save and if she fails she goes catatonic, cant take any actions or movement and can make another save attempt at the end of her turn OR a team mate can burn there action to knock her out of her trance, so far I have been able to throw all the players fears at them except for one, my dragonborn fighter, ex slave who has a fear of whips, so I'm looking for any monsters who naturally use whips or whip like attacks to throw at him, any suggestions?
I should also add CR does not matter anything will do
They are naturally very scary, but I always like to describe them as the Balrog from LoTR (They were originally based on it). My players usually crap their pants and they don't even have flagellumphobia (I think that is the right name for fear of whips)
That having been said, if you are looking for a creature that uses a whip, take the creature you have and add a whip to it. Maybe start off with the race that had enslaved your Dragonborn PC and customize it to have a whip attack. Maybe you could find a Goblin Boss who prefers the lash to leadership. If it isn't provided, you can make it.

Just change the weapon to a whip for any creature. It deals 1d6 (increase to 2d6 for a large creature, 3d6 for huge, 4d6 for gargantuan) damage on a hit, and gives them a 10 foot reach.

these are all great ideas thank you very much, that ogre chain brute too fits PERFECTLY in the area there in, im running them through HOTDQ, also the scaling damage per size is REALLY going to help me thank you

Chain Devil, Ogre Chain Brute. Drow Priestess of Lolth and Balor have the ability baked in. I'm not seeing where Kuo-toa Whip and Yuan-ti Pureblood are listed as having a whip attack on their stat block(but this doesn't mean they can't).
