I just use the version from the dungeon masters guide, but my players used it as a tank to defend themselves from a barrage of arrows, everyday objects, and hot water. It's a great tank item, as well as a deep sea explorer in my opinion.

I've been thinking... In the Dungeon Master's Guide it says that to build a legendary magic item it costs 500,000 gp. For the base price of selling a magic item it is the same as building one. I'm sure the City Watch would love a Apparatus of Kwalish.
Your players could sell it to them and get between 50,000 gp and 750,000 gp before the Vault of Dragons.

Sell it to them and say you found it on the street, and since it's not legal for her to have it, she can't report them to the City Watch(Guard?).
@Metamongoose, you make a good point. But they could tie her up and 'accidentally' push her into the water. then, once she perishes, they can untie her and push her back down. Then they leave, one or more in the Apparatus of Kwalish and the rest walk out. Then they sell it to the City Watch/Guard. Yes, this is unlikely, but if they do somehow get it, they could get a lot of money legally. After the whole Vault of Dragons thing comes off, even if they get the one-tenth of the hoard from Laeral Silverhand, they get between 100,000 and 800,000 gp.

My group used it to locate a ship out in the harbor. We used it's claw to attach to a ship anchor and failed miserably at a Stealth over run of it's crew. We fought EVERYTHING. It was a couple of long and intense sessions. Guess what? We totally forgot to retrieve and return the Apparatus...

True. That's why you hide it, and frankly, do you think that the Watch would go to Mist shore?

I don't see in any of the laws of Waterdeep that it is illegal to posses a legendary magic item. Theft however, is a punishable offense.

The legendary item in WDH that was more of an issue in my campaign was Azuredge. Pretty OP. Had to take it away.
