Hi. I was wondering “is it ok from rules/lore/storyline/common sense/OP point of view for Strahd to wear his Armor?”. And how can I make it (how to do it with game mechanics)?
Putting him in armor and giving him AC 21 will make him more powerful (though disadvantage on stealth checks does hurt him). Whether that's a problem depends on your party. There are plenty of other options for bumping his power if you feel he needs it, such a replacing a less-used spell with something more significant (for example, add Shield).

I think you should not put him in armor. If you think his AC is too low, just up it.
You can describe the action as Strahd just casually brushing the attack aside or dodging out of the way.
