I know they say not to take player agency away, but if we have players that go around in circles in discussions and are just generally not great at the inclusion element of roleplaying, is it wrongheaded to throw in Persuasion or some dice rolling element between players? I believe I saw the Great GM do this one time in The Dark Eye RPG One Shot he did (I wasn't paying 100% attention as I was listening in at work).
The first time it comes up, I would explicitly tell my players this is only a DM option, however I believe it may help to move the pace along and prevent players that like to control things from dominating. I have noticed that some of the players have adapted their characters because another player plays her character too stalwart eg she picked a personality trait for her character that is so aggressive it affects the inclusion of the other players.
Do not pit players against each other, certainly not using character traits. If they cannot work out their personalities together, then facilitate an above-the-table conversation.
I believe it may help to move the pace along and prevent players that like to control things from dominating.
I could not disagree more with this use for die rolls.
If you are the DM, moving the pace along and preventing players from dominating the session is your job. You should not be abrogating that responsibility and giving it to the dice to do for you.
Now, if you think PVP rolling against each other will be fun, then go for it. If your table likes it, no problem. But don't tell me that you need to use die rolls to keep your players in line. That is the DM's job, not the job of the dice.

PCs using skills against each other is a lose lose. The only time when this would be a good idea would be in a specifically PvP game.
If the players are having discussion on party actions, let them talk it out. Unless they become personally offensive/insulting, let them talk it out.
