Yes, because that would imply finally having a way for artisan's tool proficiency bonuses to matter in the general case, with higher DC recipes resulting in better equipment, like the 3.5E concept of masterwork weapons and armor. I think we're all keen on Artificers genuinely becoming better at making things than people without expertise in artisans' tools.
No. Let each group and DM come up with their own ideas. Once it is written down even if only suggestions, it takes the fun out going on a quest for items to make the magic stuff.
Received this cookbook as a gift this past Christmas and prepared several of the recipes within the book over the last few of months...and they've been surprisingly good! Not necessarily magical potions and arcane items, but I would recommend the recipes in Heroes' Feast to others.
I know there's DMs Guild products where people have scoured lore to produce both ingredient lists per descriptions over games history, there's another book that describes various rare creatures and what can be harvested from them and those parts usages as well as risk in harvesting.

There are many, many other things that would be both more useful to players and also financially viable for WotC to spend time and effort making books about. If anything, recipes could be included as lists or tables in the appropriate sections of a book containing mechanically relevant information on potions, items, etc.

I do enjoy making recipes for potions and other crafts, but it is a lot of work. Anything that makes my job easier. =P
