Just curious how y'all do this. Normally with portent you'd say it as the roll were to happen. ie. Rogue: "I'm going to attack the goblin"; Wizard: "I forsaw this, and know that you'll hit" (uses portent). But in PbP things don't happen in real time. Instead attacks or saves or whatever, are resolved in the post that they happen in.
Would you just retcon it? The wizard says "I use my portent to ensure he hits?" Should the wizard be proactive and say "I will use my portent when X happens?"
how about you just post "reaction" and then type what you where going to do. you can also use that for somthing like lucky wich does not require a reaction its just meant as "wait a sec".
Playing on Discord or Roll20 only works if everyone in the group has a time when they're all free. One game I'm in right now has players from Europe, Australia, and the US. There simply isn't a time when all of us are available for a chat-based game. Playing via posting in a message forum is all we can do.

I guess your group could adjust its posting style? Like, instead of "I'm going to attack. (Roll to hit)," it would be, "I'm going to attack." "[Wizard]: Go ahead." "(Roll to hit.)" Sounds annoying though.
I played a campaign where we ruled this feature as being a reaction. It wasn't the end of the world. It definitely made it stronger and less thematic, but it's a support feature, and in my experience nobody minds if those are a little strong. Maybe that would be a better solution for you.
Reaction sounds good : a greater cost to using it, but the ability to block critical hits etc. It's less powerful than that new spell that grants a reaction to force a reroll AND grants advantage on another roll, so does not seem particularly OP, especially since it's only twice per LR.

The only way to do it is to declare your intent to use it before the other player's turn. Or before the monster's turn.

Doesnt really help if I don't know what the player/monster plans to do.
