Stats cap at 20 (RAW) unless you have either magical items or found a tome/manual that boosts the cap by 2 each. The chances of you find SIX of these at level 1 is a bit far fetched.
I like to build powerful characters, but I roll 4d6, drop the lowest and if the overall total isn't at least 70 I re-roll the whole batch (Matt Mercer style). Then I take that group of stats and build a character that works with them. I built out about 6 or so characters that I can now have ready to go.

That being said, it seems you just made up these stats ignoring any kind of method for determining stats? First can you confirm if that is what you did, second, why?
Notice the health though. This character is a pour glass cannon even though it is level 1. In all actuality, I would be okay with it as long as he does agree to my homebrew creatures. Not necessarily the one above.

How to add Tooltips
Yeah, in normal circumstances, the racial features are nice, but over levelled stats, for even a level 20 character, are the absurd part.

Also, note that you lose access to Heavy Plating without Heavy Armor proficiency.
To answer the question, though. Someone would probably let you play it in the right scenario. Like if the rest of your party was a higher level...
